Who is the best Star Trek captain of all time, and why?

I'd have to say Piccard or Janeway because of their excellent diplomatic skills, but that doesn't really make them super well-rounded, so I'm not sure. I think people in my generation usually think Kirk is somewhat of a joke. I cop that up to the writers, not the acting.
